CEI KAH Exam Guide Singapore
The Certificate of Employment Intermediaries for Key Appointment Holders, commonly called CEI (KAH), is the certification route used for key appointment holders and other eligible employment-agency personnel in Singapore. Official CEI (KAH) test format
According to MOM's current CEI information, the standard CEI (KAH) test is a 2-hour, 80-question multiple-choice examination.
- Section A — 45 questions: Employment Agencies Regulatory Framework (EARF) and Employment of Foreign Manpower Act (EFMA).
- Section B — 30 questions: legislation and employment-agency topics including Contract Law, Competition Act, Employment Act, WICA, Immigration Act, CPF Act, TAFEP/Fair Consideration Framework, human-trafficking prevention and PDPA.
- Section C — 5 case-study questions: applied scenarios covering areas such as EFMA, Employment Act and EARF.

Do you need to attend the course first?
MOM states that for a first attempt, attending the CEI course is optional. If a candidate fails the first test, attending the relevant course becomes mandatory before re-taking the test. Because rules can change, verify this again before booking your examination.
How to prepare efficiently
- Learn the rule before memorising the answer. CEI questions often turn on exceptions, duties, timing and the best action in a scenario.
- Practise by section. Spend most of your early revision on the high-volume Section A and B topics, while keeping regular case-study practice for Section C.
- Review every mistake. Record why the wrong option looked attractive and what rule separates it from the correct answer.
- Use full 80-question mocks. Timed simulation helps expose pacing, concentration and consistency problems that short quizzes can hide.
- Recheck official sources. Employment and agency rules can change; use MOM and other official Singapore sources for final verification.
